Information and Service Industry Association launched ceremony for a private digital data protection service on 5th Dec., 2011 in order to raise awareness of public for new Personal Data Protection Law in Taiwan starting from 2012. In this event, there were several significant senior officials – Mr. Chin-fu Chang, minister of Executive Yuan, Mr. Guei-shen Yuan, consulting member of National Security Agency, Mr. Yu-shia Sung, deputy chief of REDC, Ms. Shuo-lien Lin, senior officer of Ministry of Justice- from Taiwan government.
In order to keep up with global trend of personal data protection, Legislative Yuan passed the law of personal data protection on 27th April, 2010, and sent to Taiwan President for announcement on 26th May, 2010. Later on, 14-day pre-announcement of “Regulation of Law Delivery for Digital Private Data Protection” was also launched by Taiwan Ministry of Justice (MoJ) on 27th Oct., 2011. In this regulation, all government agencies are required to review all laws and regulations in order to amend or add the related items of private digital data protection, such as on-job civil service training, law awareness program, data protection promotion for public. After all are ready, MoJ will sent the draft regulation to Executive Yuan for launch date.
In order to set up a paradigm in the world, Information and Service Industry Association (CISA) hold Private Digital Data Protection Service Program with participation from Decision Group and other 48 Taiwan software vendors to help the establishment of whole procedure with fulfillment of data protection law and expectation from public and society in terms of system and technology after law enforcement.”
The New Personal Data Protection Law doesn’t only enhance the scope and protection level, but it also put more diligence duty on both agencies of civil service and non-civil service. In order to fulfill the new law and protect private data, there are more than 7000 agencies and 1.27 M enterprises must review legal feasibility of all business processes of data collection, management and utilization cycle, and effectively monitor these business processes through IT technology and audit system.
