Decision E-Detective Plays a Crucial Role in Bridging Joint International Justice Forces against such Cross Border Cyber Crimes

 

<From Taipei> On April 19, Philippines police announced they detained 78 Taiwanese suspects in Davao city on Wednesday over a long-distance telephone scam in which the gang allegedly forced money out of victims in Taiwan and China.

The 78 suspects, mostly young people, were detained in raids on three villas in the southern city of Davao where police said they also confiscated computers that were allegedly used in committing the cross-border fraud.

Davao police chief Senior Superintendent Ronald de la Rosa said the gang members posed as debt collectors who threatened to unleash the police on the unsuspecting victims if they refused to pay up.

'They are operating like an international fraud syndicate victimizing Taiwanese and Chinese nationals,' Mr De la Rosa said.

Behind this cracking, there was 8 month enduring investigation period when both Taiwan and Filipino police conducted lawful interception on all network traffic of these fraud syndicate groups with E-Detective by Decision Group. 8 months ago, Taiwan police found out that calls of several phishing VoIP phone frauds were from Philippines, and they started lawful interception on network traffic and located several suspicious telephony sites in Philippines.

Filipino police agreed to work with Taiwan police with full hearted cooperation after first friendly meeting in order to suppress such cross-border cyber frauds. Both sides worked to monitor all fraud calls to victimize Chinese and Taiwanese, locate 3 different VoIP telephony centers in Davao city, clarify crime model, collect all crime evidence and finally detained all suspects.

With lawful interception reports by E-Detective as legal evidence, Taiwan police extradited 72 Taiwanese nationals among 78 suspects from Philippines, and sent to Taiwan court for legal prosecution.

This allows alert to be triggered (email to be sent to administrator) once the specified content is found in the captured and reconstructed content.
